July 26, 2021
President Kathryn Gift (Canterwood) called the meeting to order at 3:04pm.
Introductions included Gwynne Johnson, Vice President (Overlake); Kay Sigmund, Recording Secretary (Canterwood), Beth Chew, ExecutiveSecretary (Fircrest), and Sue Ursino, Executive Secretary Nominee (Sahalee).

Beth expressed concern over Broadmoor scheduling their Invitational during the Championship – asking all Trustees to please not let your Club schedule your Invitational during the state tournament.
Approval of Minutes – Motion, Second, approval of the minutes from the December 5, 2020 Trustee meeting.
President’s Report – Kathryn Gift thanked each Trustee who was able to move their hosting of theChampionship forward one year to accommodate the 2020 COVID-related cancelation of the tournament atCanterwood. She also expressed her excitement and that of Canterwood, about hosting this event atCanterwood. A general discussion followed with suggestions, questions and answers covering agenda, activities,posting, etc. Note that all information is posted on Golf Genius.

All State Medal will be played in August or the first 2 weeks of September.
Beth noted that clubs need to have full divisions for these events. Please encourage your members to play.They are handicapped competitions, so there is no need to be a single digit handicapper. This is all about golf ina state-wide competition. Please encourage your members to be involved in our state organization by playing inthe Home Course Competitions.
The Paula Nelson Trophy is won on the first day of the Championship by the club that has the 3 individuals’ best net scores . The winner this year will be announced at the contestants’ dinner where they can be fully recognized and awarded the trophy, which is a beautiful tea set.
Treasurer’s Report – Sarah Michelson provided the report in writing, and it was distributed, since Sarah was notable to come to the meeting. Beth announced that the Treasurer’s term is renewed at each fall meeting. WhileSarah has moved to Arizona, she retains a membership at Walla Walla and is therefore eligible to continue toserve as Treasurer. She would like to do so.
Old Business –Beth Chew announced that the Match vs Par Trophy has still not been found. She did find a picture of it andpassed it around to the Trustees in the meeting. There was discussion about replacing it. The consensus was toget a crystal trophy and then get a nice frame that shows who the past winners have been. Beth showedpictures of plaques with engraved name plates. They just were not that impressive. Beth will take on the taskof getting the frame. There was a general discussion on the different trophies and the history of the missing theMatch vs Par Trophy. A motion was made, seconded, and approved to wait to decide on replacement until theFall meeting.
Tournament Schedule Update:Yakima Elks is scheduled to host the Senior Championship in September 2023. Lori Nulliner explained that theycurrently have a conflict with the usual hosting date. She would like to put off final decision until their new Prois on board in January. She asked if member clubs had any problem changing the days of the week to aThursday practice round and the tournament on Friday/Saturday or the following Monday/Tuesday.Discussions followed and it was decided that Trustees should look at their calendars and talk with their clubs todetermine whether changing the days of the week this is played poses any scheduling problems for theirpotential players.
Overlake is hosting the 100th Anniversary of WSWGA next year. The preferred dates for this tournament are thelast Monday, Tuesday, Wednesday of July. Because of club conflicts, the 2022 Championship will be played onJuly 11-13, 2022. Gwynne discussed their excitement and plans for the 100th year tournament.The Championship hosting schedule is finalized for the next 6 years, through 2027. We need to start addinganother year on this list. Margaret Hanacek announced that Wing Point has agreed to host the Senior in 2028.Based upon the Championship Hosting Comparison, it looks like it may be appropriate for Skagit to host theChampionship in 2028. Beth will update the Championship Hosting Comparison.
Executive Secretary Search Plan Update – Beth reported that the Executive Secretary serves a 4-year term thatcan be renewed once. Beth’s second 4-year term will come to an end at the Fall meeting. Sue Ursino hasexpressed interest in the position and was approved by the Trustees to shadow Beth during this last year. The Trustees will vote on her at the Fall Meeting. Sue Ursino gave a short overview of her background and thoughtsgoing forward and is excited about the future of the WSWGA.
Beth reported that she had received confirmation from Charlie Gele of Bear Creek that they are ready to hostthe Championship in July of 2023.
New Business:Beth presented a proposed amendment to the Rules of Competition affecting the Senior Championship. Thisproposal does two things – it adds the Lemieux Trophy for low net of the field. This was donated by Sue Ursinoand her two brothers in 2019 in honor of their grandfather. It also changes language about the Lou YoungTrophy. There was a motion, a second, and unanimous approval for the amendment.
There was a general discussion on pursuing new club memberships into WSWGA. At present there are 31 Clubsbut we should try to identify additional eligible clubs that are interested and would like to join. Dues formembership in WSWGA were discusssed.
Officer Compensation. The Executive Secretary and the Treasurer receive yearly stipends for their work for the association. The Secretary salary is $1700 and the Treasurer is $300. General discussion followed aboutwhether there is a need to change these amounts. It was decided to table this consideration until the FallMeeting.
Centennial Year Plans. Gwynne Johnson (Overlake) gave a general status report and inputs/suggestions fromother Trustees were provided for consideration. Topics included the entry fee (change from $200 to $250),theme (Overlake Centennial Trail), and logo (samples provided by Sue Ursino).
The next Senior Championship Tournament is at Mill Creek on September 13-14, 2021. The field is limited to108 players. Entries will start coming in next week. They are looking forward to hosting this event.
Beth asked for everyone to think about the State Monthly Medal Prize for the Centennial Year. Presently it isglasses. She is asking for suggestions for prizes next year if you want to change.
The next Fall Meeting is October 23, 2021 at 10am at Overlake with lunch to follow.
Election of Officers: It was moved, seconded, and unanimously approved to elect as President Gwynne Johnsonof Overlake, and as Vice President Charlie Gele of Bear Creek
President Gwynne Johnson said there is a lot of work to do and Overlake is looking forward to supporting theWSWGA Organization.

RULES OF COMPETITION *************************************
Revised July 26, 2021
ELIGIBILITY: A player's eligibility for state competitions, including the championship, shall depend on her having a USGA approved handicap index.
COMPETITIONS ON HOME COURSES
STATE MONTHLY MEDAL: The tournament shall begin on the first of March and end in October of the same year. Trustees shall schedule one day during each month for state medal play. Other medal rounds, such as qualifying, may also be used if designated in the club schedule. However, the total of such scheduled rounds shall not exceed sixteen per year, nor may more than two (2) rounds be scheduled during any one-month.
Players shall be divided into two or more divisions, as equally as possible, according to handicaps as of March 1. The best three scores of each player, using the handicap of the day of play for each round, shall determine the winner of each division. The state will award trophies to the winners. Trophies for each winner will be given to the trustees at the summer meeting. (NOTE: Some clubshave elected to divide their field into more than two divisions - in such instances the club shall purchase the extra trophies awarded.)
(a) Breaking a tie: In the event of a tie the next best score of each player shall be used to determine the winner. If a tie still exists, the next best score, etc., shall be used. However, if a player who ties has posted only three scores in this event during the year, she may play another round at a time designated by the trustee, and it shall be optional with the other player to use her posted score or to play another round. She must make such decision before either player competes in a playoff round.
ELIZABETH DWAN MEMORIAL TROPHY:
This competition shall be played in May, using current handicaps. This is a team competition. Players shall be divided into three divisions: First division 0 - 20 handicap
Second division 21 - 30 handicap
Third division 31 - 40 handicap
All players having the two lowest net scores for each division shall be listed. Thecourse rating is then subtracted from each net score. Those differences are then added together. The club having the lowest total will be the winner. The results shall be copied and mailed (electronic or US post) to the executive secretary not later than ten (10) days from date of play. In the event of a tie, all players shall be awarded prizes. This is a perpetual trophy retained for one year by the winning club. Individual trophies shall be awarded to the winning players.
STATE TEAM TOURNAMENT - MATCH vs. PAR: This event shall be played in June. Current handicaps shall be used. The twelve lowest net scores on this day shall comprise the team. The lowest 8 net scores comprise the team with the other 4 scores being the alternates. The alternate’s scores will be used in the event of a tie, using first alternate, second alternate, etc., until the tie is broken. Match vs. par is computed for each player on a hole-to-hole basis, strokes allowed where they fall. Thus: 1 up or 1 down, etc. At the completion of the round the scores for a team of 8 shall be copied by the trustee and mailed to the executive secretary within ten (10) days. The 4 alternate’s scores need not be sent but trustee should be aware these might be needed in the event of a tie. A trophy with the names of the winning team shall remain in the possession of the winning club for one year. This is a perpetual trophy. An individual trophy will be awarded the individual least down to par for the field. In the event of ties, a trophy will be awarded each player.
ALL STATE MEDAL TOURNAMENT: This event shall be played in August or within the first two weeks of September using current handicaps. The decision ofthe date of play will be at the discretion of the trustee but must be decided beforethe last week in August. This is an individual competition. Play shall be in four divisions:
First division 0 - 20handicap
Second division 21 - 26handicap
Third division 27 - 33handicap
Fourth division 34 - 40handicap
The low net for each division shall be listed. In the event of a tie, list all players. The course rating is then subtracted from each net score. Results of each club shall be forwarded to the executive secretary within ten days of the date of play. Awards shall be made to the winner(s) of the field in each division. In the event of a tie, all players shall be awarded trophies.
CHAMPIONSHIP TOURNAMENT
DATE: The year’s tournament host shall work with the host club to secure the dates of the event in the last full week of July or the week that most closely reflects this date.
ELIGIBILITY: All contestants must be a member of a club which allows full golfing privileges and belongs to the Washington State Women's Golf Association. The field is limited to 128 players maximum, but a host club may not limit the field to fewer than 96 players. The former champion shall have preference and other entries will be accepted by date of postmark or timestamp: i.e. first sent, first in is determined by postmark for USPS and timestamp for electronic entries. Each contestant must submit her own entry together with entryfee. Entries are to be opened at all clubs on the same designated date as specified by the president. The lowest USGA handicap index will have preference when the final entries have the same postmark or timestamp.
All contestants must have an approved USGA handicap index. Players must have 10 rounds played and posted in the previous 12 months prior to the entry cut off date. This index is then converted to a handicap for the course where the tournament is being played. Players with handicaps of 34 and under shall be eligible for the tournament. All contestants shall be eighteen (18) years of age or older as of the first day of the tournament.
Entry fee shall be determined by the tournament committee. The trustees, by vote, will set the minimum and maximum entry fee requirements. No refunds will be made within ten (10) days of the tournament, except for emergency reasons.
RULES: All competitions shall be in accordance with the USGA Rules of Golf with such local rules as are adopted and approved by the rules committee of the WSWGA. The president and the executive secretary shall appoint a rules committee. Such committee shall also decide any disputes.
Players are permitted to ride in this tournament. The tournament committee reserves the right to reject the entry of any applicant, at any time, for any reason.Any decision of the WSWGA tournament committee in any matter shall be final.
DRESS CODE: The WSWGA expects all contestants and their caddies to wear suitable attire on the host club property throughout the duration of the championship, including practice rounds. Suitable attire does not include cutoffs, short shorts, tank tops, halters, jeans or denim of any kind or color, tee shirts, bare midriff, spandex, sweat pants or unkempt clothing of any kind. Contestants must wear tailored blouses or golf shirts (if a shirt is sleeveless, it must have a collar). Contestants must wear slacks, golf skirts or shorts. Skirts and shorts must be no shorter than 5 inches above the middle of the knee. If additional measures are required by the host club, they will be communicated to all contestants prior to the championship and must be adhered to. Gallery must adhere to the host club dress code policy. Failure to adhere to the dress code may result in disqualification and removal from the course.
PACE OF PLAY: The Red Flag Procedure explained in the WSWGA Pace of Play will be in effect throughout the Championship. DAY 1 of CHAMPIONSHIP :
1. Day 1 shall be 18 holes played from the markers of a rated course for women. The total distance is to remain the same for the remaining days of the Championship with variations of the settings. (Example: If lengthening a tee setting, other tee settings are to be shortened to make up the difference.)
2. Scores must be kept on cards issued at the starting tee showing date, player's name and handicap. Scores must be properly attested and signed.
CADDIES: In tournaments held under the auspices of the Washington State Women's Golf Association, caddies must be registered and assigned in accordance with rules agreed upon by the tournament committee and the professional of the course where the tournament is held. A contestant may provide her own caddie - provided such caddie is registered. A player cannot caddy and play on the same day.
PAIRINGS and STROKE PLAY:
1. The Championship will be a three-day stroke play tournament.
2. The host club has the choice of using the 1st and 10th tees as starting holes or using a shotgun start.
3. Day 1 pairings will be based on handicap index with the lowest handicappers teeing off first with increasing handicaps to follow.
4. Day 2 pairing within each flight will be determined by Day 1 gross scores. Day 3 pairings within each flight will be determined by the aggregate Day 1 and Day 2 gross scores, except that the 3 players from the field with the lowest aggregate gross scores shall play together, regardless of flight.
5. Flights will be comprised as followsa. Each flight will have 12 players based on handicap index b. If there is a tie for the last position in a flight, the score from Day 1 will be used to break the tie
DEFAULTS: If a player withdraws after play on the first day, except for emergency reasons, her score may not be used for any Day 1 award.
AWARDS: The following trophies will be awarded:
1. The Edythe Boucher Trophy is awarded to the overall tournament champion, who is the lowest gross scorer over 54 holes regardless of flight. a. The Champion’s Medallion is awarded in addition to the Edythe Boucher Trophy.
HISTORICAL NOTE: In July of 1983, during the championship tournament held at the Everett Golf and C.C., Edythe Boucher was presented with a handsome silver punch bowl and tray in honor of her twenty years of service as WSWGA's executive secretary by the member clubs of the association. To enhance the trophy’s longevity, a wood base was added in 2005 for name plates. Each state champion will have her name engraved thereon and her club will keep the trophy for a year. Said trophy is the "Edythe Boucher Trophy."
b. In the case of a tie for overall low gross after 54 holes, a suddendeath playoff will occur.
2. The Paula Nelson Trophy is a perpetual trophy (a silver tea service), which is won annually on Day 1 by the club whose team of three players, not designated in advance, has the lowest aggregate net score.
HISTORICAL NOTE: Paula Nelson was a member of WSWGA and Manito Golf and CC, Spokane, for many years. In 1932 or 1933, she and her husband, a Spokane jeweler, donated the "Paula Nelson" Trophy to stimulate more interest in golf. Paula retained her interest ingolf during her entire life. She died after a long illness in the early 1970's.
3. The Ann Swanson Trophy is awarded to the player with the lowest onegross score of the tournament.
The following prizes will be awarded after 54 holes
a. Edythe Boucher Trophy winner
b. Runner Up
c. Ann Swanson Trophy winner
d. For each flight
i. Two (2) low gross scorers
ii. Two (2) low net scorers
iii. In the case of a tie for the flight gross and net winners, the USGA recommendation on matching cards (Appendix 1, Part B, 10) should be used as follows:
1. Best score for the last nine holes (holes 10-18)
2. Best score for the last six holes (holes 13-18)
3. Best score for the last three holes (holes 16-18)
4. Best score on the 18th hole A player making a hole-in-one will be awarded an appropriate prize. The State Association shall pay for this prize.
SENIOR WOMEN'S GOLF CHAMPIONSHIP
36 - HOLE STROKE PLAY
MINIMUM AGE OF 50
MAXIMUM HANDICAP: 35 as calculated for the course to be played. The hosting club will have discretion regarding the number of players, with no fewer than 96, and no more than 128 players. All contestants must have a current approved USGA handicap index. Players must have 10 rounds played and posted in the previous 12 months.
Entry forms are to be posted at all clubs on the same designated day, as determined by the Tournament Committee. Each contestant MUST mail her ownentry together with entry fee. The first entries, up to the limit set by the club, as postmarked will constitute the field. EXCEPT – (1) The former champion shall have preference, and (2) the lowest USGA handicap index will have preference when all entries have the same postmark. Entry fee shall be determined by a majority vote of the board of trustees. No refunds will be made within ten (10) days of the tournament except for emergency reasons. A contestant's dinner or late lunch will be held after the first day of play. At registration each contestant will receive a meal ticket for the first day, a meal ticket for the second day and club care. Between nine snacks will be provided.
The field shall be divided into four divisions by age, keeping the number of players in each division as equally balanced as possible. First round pairings will be by handicap index, keeping similar handicaps per group. Second round pairings will be by age division, and based on the previous gross scores (similar scores within division play together). Low gross and low netof the field prizes will be awarded. A sudden death play-off will be used to break ties for low gross of the field. If two or more players tie for overall net of the field they shall be co-winners and the State Association shall pay for the extra tie prizes. All other ties will be broken by matching cards. The winner will be determined by matching the scores of both players on the last nine holes, then the last six holes, then the last three holes, and finally the 18th hole.
The Field of Play shall be 18 holes each day played from the markers of a rated course for women. The total distance is to remain the same for the remaining days of the Senior Championship with variations of the settings. (Example: If lengthening a tee setting, other tee settings are to be shortened to make up the difference.) The length of the course is recommended to be between 5,000 and 5,400 yards. Exceptions shall be addressed to the Board of Trustees for discussion.
A putting contest may be held over the course of the tournament, format and rules at the discretion of the host club. If such a contest is held, a putt is considered to be a stroke made on the putting surface. However, if the first putt is made on the putting surface and the ball rolls off of the putting surface, any stroke thereafter shall be considered a putt.
The champion will receive the 'LOU YOUNG TROPHY" which will be held at her club for the year. The Low Net of the Field winner will receive the “LEMIEUX TROPHY” which will be held at her club for the year. The "MOSES LAKE TRAVELING TROPHY" will be awarded to the club having the three (3) lowest net scores on the first day. In the event of a tie a fourth score will be used.
NOTE: Lou Young was president of our WSWGA in 1974 - the year this tournament was originated. Lou donated the sterling silver trophy and its wooden stand. Lou specified that if this tournament was ever discontinued that the trophy is to be returned to her. Lou has always been an active golfer, a low handicapper, participating in state and national events, as well as at her home club, Tacoma Country and Golf Club.
Mary Ellen Ries was the first chairman of this tournament, which was held at Moses Lake Golf and Country Club in 1974. The ladies of the Moses Lake club donated the "Moses Lake Traveling Trophy", designating how it was to be awarded.
Susan Dougherty Ursino, past WSWGA Senior Champion, of Sahalee Country Club, and her brothers, donated their family’s 1917 silver tray in 2019 in honor of their grandfather, A.J. Lemieux, a high handicapper who played at Yakima Country Club and Wing Point Golf & Country Club when it still had sand greens, and who inspired Sue to take up golf.

TRUSTEE’S MEETING MINUTES
August 22, 2020
Introduction - President Kathryn Gift (Canterwood) called the meeting to order at 10:02am. Introductions included Vice President Gwynne Johnson (Overlake); Treasurer Sarah Michelson (Walla Walla), Recording Secretary Kay Sigmund (Canterwood), Executive Secretary Beth Jensen Chew (Fircrest) and Past President Sarah Michelson (Walla Walla)
Roll Call and Introductions - Beth Jensen Chew (Fircrest) called the roll of Trustees (enclosed). Due to restrictions of large gatherings, all Trustees called in from their homes and the meeting was done by video.
Approval of Minutes – Kim Cutsworth (Meadow Springs) moved to approve the minutes from the October 12, 2019 Trustee meeting at Canterwood and seconded by Janet Peterson (Seattle), and unanimously approved.
President’s Report –President Kathryn Gift opened with a status on Canterwood hosting the WSWGA Championship Event next year. The dates will be July 26, 27 & 28 (Mon/Tues/Wed), and will be limited to 112 participants. Our theme is “The Gig at Canterwood.” We are looking at sending out the registration form on June 1st with a return deadline of Monday, July 5th. As of now, all three days will be tee-times but we are looking at the last day being a shotgun. We looked at having carts only but have decided that you may chose to walk, being sure to keep up with pace of play. There will be marshals and spotters on the course to help with this as well as out of bounds, rules, or any other questions. We are looking into hotels/inns, etc., and hopefully will negotiate discount rates. Please keep in mind that the Saturday/Sunday before the event will be available to set up a practice round. The course is in great shape and are looking forward to hosting and showing off Canterwood. Kathryn also extended an invitation to come play our course any time as we are playable all year round – please give us a call and we will help arrange a tee-time for you.
Executive Secretary’s Report -Beth announced the Home Course Competitions are Elizabeth Dwan, Team Match vs Par, and All State Medal. These are the ones you play at your course and send your results to Beth and you’re playing against all other WSWGA clubs in the State. Due to the shutdown at the season’s beginning, we made a decision to delay and play Elizabeth Dwan in June, Match vs Par in July, and still have All State Medal in August and first two weeks in September. Will also have State Monthly Medal which is on-going. The other change we made is to increase the time allowd to send in your results to a month to make it easier to collect competition information. Elizabeth Dwan was played in June - the winner is Bellingham ( -12.6), the runner up was Meadow Springs ( -10). Two divisions had some ties but all the ladies will get individual prizes, and for some of these ladies, it was their first win. The winners are:1st Division Denise Fisher ( -1.6); Michele Bodtke ( -0.6), Judith Potter ( -0.6)2nd DivisionDiane Waldner ( -3.6); Pat Bland ( -2.6)3rd DivisionMary O’Conell ( - 4.6); Donna Dutton ( 0.4); Mary Beth Campbell ( 0.4)
The final competition , All State Medal, is not completed till the second week in September. There was a discussion on timing for all the individual clubs to submit their competition results. It was the consensus of the group that the end of September would work. Beth will be sending out a reminder. There was also a discussion on how to get the prizes and State Monthly Medal prizes to our clubs. Beth will put together a list of clubs by region, and meet club reps at the various locations to distribute the prizes in early October. Beth will announce Team Match vs Par competition in September via e-mail.
Treasurer’s Report - Sarah stated no income since last report. Expenses - the Ex. Secretary & Treasurer Stipends, and a donation to WJCA. She also reported she will issue a check for glassware for $1,581. (Report enclosed)

Committee Reports – Senior Championship Report – Judy Weitz (Mill Creek) reported that we scheduled a meeting in April but due to the COVID 19 there was no meeting, so there is nothing to report.State Championship Report – Beth stated she sent information to Sarah Michelson, Gretchen Klein, Kim Cutsforth, Dodie Fitzsimmons and Michelle Hood. Gretchen stated there is no report at this time as there has been no action by the committee to meet to look at changing the format back to Match Play. She also feels she is not the person to lead, if in fact she was supposed to. Beth asked if any other ladies to whom she sent the material have thoughts on how to proceed. At present, we will be having the same format into the future. With this year’s tournaments being scrapped, we elected to move the schedule forward one year. All the clubs approved the Championship schedule. The only change is Seattle before Glendale. The other difference is Overlake in 2022 is hosting July 12-14 because of conflicts at their club. Please review the schedule again and make sure there are no conflicts as we do not want to have any conflicts with the State Championships. There was a general discussion regarding the Senior Championship grouping and the difference between Senior and Super Senior – age and different tees were a consideration.

Beth also gave a reminder that the Executive Secretary position will be open in Fall of 2021. She also shared that she heard from Sue Ursino, who expressed interest. They will talk further. Trustees are asked to consider if you know anyone else who might be interested. It is a 4-year term that can be renewed once to an additional 4-year term.
New Business –New Daily Handicapping – did not seem to be causing any problems in the competition. There are some ladies who have problems understanding the system when dealing with different tees. The consensus was that further education should help.Comments on the 10 rounds requirement to play in our Championships resulted in discussion. The consensus was that the 10 rounds is required for any competition.Election of Officers: President – Kathryn Gift, and Vice President – Gwynne Johnson accepted their nominations and were unanimously approved by the Trustees.

COMPETITIONS ON HOME COURSES
STATE MONTHLY MEDAL: The tournament shall begin on the first of March and end in October of the same year. Trustees shall schedule one day during each month for state medal play. Other medal rounds, such as qualifying, may also be used if designated in the club schedule. However, the total of such scheduled rounds shall not exceed sixteen per year, nor may more than two (2) rounds be scheduled during any one-month.Players shall be divided into two or more divisions, as equally as possible, according to handicaps as of March 1. The best three scores of each player, using the handicap of the day of play for each round, shall determine the winner of each division. The state will award trophies to the winners. Trophies for each winner will be given to the trustees at the summer meeting. (NOTE: Some clubs have elected to divide their field into more than two divisions - in such instances the club shall purchase the extra trophies awarded.)(a) Breaking a tie: In the event of a tie the next best score of each player shall be used to determine the winner. If a tie still exists, the next best score, etc., shall be used. However, if a player who ties has posted only three scores in this event during the year, she may play another round at a time designated by the trustee, and it shall be optional with the other player to use her posted score or to play another round. She must make such decision before either player competes in a playoff round.
ELIZABETH DWAN MEMORIAL TROPHY: This competition shall be played in May, using current handicaps. This is a team competition. Players shall be divided into three divisions: First division 0 - 20 handicapSecond division21 - 30 handicapThird division31 - 40 handicapAll players having the two lowest net scores for each division shall be listed. The course rating is then subtracted from each net score. Those differences are then added together. The club having the lowest total will be the winner. The results shall be copied and mailed (electronic or US post) to the executive secretary not later than ten (10) days from date of play. In the event of a tie, all players shall be awarded prizes. This is a perpetual trophy retained for one year by the winning club. Individual trophies shall be awarded to the winning players.
STATE TEAM TOURNAMENT - MATCH vs. PAR: This event shall be played in June. Current handicaps shall be used. The twelve lowest net scores on this day shall comprise the team. The lowest 8 net scores comprise the team with the other 4 scores being the alternates. The alternate’s scores will be used in the event of a tie, using first alternate, second alternate, etc., until the tie is broken. Match vs. par is computed for each player on a hole-to-hole basis, strokes allowed where they fall. Thus: 1 up or 1 down, etc. At the completion of the round the scores for a team of 8 shall be copied by the trustee and mailed to the executive secretary within ten (10) days. The 4 alternate’s scores need not be sent but trustee should be aware these might be needed in the event of a tie. A trophy with the names of the winning team shall remain in the possession of the winning club for one year. This is a perpetual trophy. An individual trophy will be awarded the individual least down to par for the field. In the event of ties, a trophy will be awarded each player.
ALL STATE MEDAL TOURNAMENT: This event shall be played in August or within the first two weeks of September using current handicaps. The decision of the date of play will be at the discretion of the trustee but must be decided before the last week in August. This is an individual competition. Play shall be in four divisions: First division 0 - 20 handicapSecond division21 - 26 handicapThird division27 - 33 handicapFourth division34 - 40 handicapThe low net for each division shall be listed. In the event of a tie, list all players. The course rating is then subtracted from each net score. Results of each club shall be forwarded to the executive secretary within ten days of the date of play. Awards shall be made to the winner(s) of the field in each division. In the event of a tie, all players shall be awarded trophies.

President’s Report: Eleanor Devlin introduced Dawn Naye who will be co-chairing the WSWGA Championship in July 2018. The theme is Sahalee House Rocks, and she will provide more details about the tournament later in the meeting.

Beth questioned if winners of the State Monthly Medal (SMM), would want the WSWGA logo glasses as the prize because Inglewood gave them for their Championship prizes. Discussion commenced, and everyone agreed they liked the glasses and it should continue next year.
Beth gave an update on the Championship Charms purchased by the WSWGA. The charms are gold-filled and given to contestants at the championship with the year and the name of club where the championship is held. This year, the name of the club “Inglewood” was misspelled with an “E” not an “I”. Given the error, 47 new charms needed to be purchased. The proposal from the Jeweler was to provide the new charms at $12.50 per charm instead of the normal $25.50 minus 25% for a total of $587.50. This means the WSWGA would split the cost with the Jeweler, and there would be no charge for the engraving.
A motion was made by Sally Irvine, and seconded – “To accept our share of the responsibility and split the cost of the charms with the jeweler.”
Dodie Fitzsimmons asked Beth for the date the charms are expected to be available for distribution. Beth will email the representatives the day she puts them in the mail.
Treasurer’s Report: The treasurer’s report was presented by Sarah Michelson. Total ending income balance was $10,255.08 plus late 2017 dues income of $855.00 for a total income of $11,110.08. Total expenses are $7,876. She indicated, the new flag expense was moved to this miscellaneous category. The checking account balance of $6,956.62 is a combo of operating balance $3,233.94 plus the rainy-day fund of $3,722.68. Sarah also remarked that most of the checks for 2018 dues have been received, but not deposited.
2017 Championship Report: Chris Hogan (Inglewood) presented the championship report. She indicated there were a few last-minute changes regarding the tournament, but overall the tournament was well organized. The tournament committee used decorations from another event at Inglewood, so costs were lower than expected. Participant numbers were up and she felt it was mostly due to 3 days and that the format was not medal play. Eleanor Devlin asked Chris about the tournament book and Chris said she would find out what happened with the book and get it to Eleanor. Eleanor received the budget and working papers from Chris.
2017 Senior Tournament Report: Pat Terry (Wenatchee) introduced Billie Thoresen, who will be taking over the role as Trustee next year. Pat stated the tournament committee started preparing for the event last November. The initial budget included 100 players and the event ended up with 91. Total registrations reached 96 at one point, but a few canceled on Friday before the tournament due to medical reasons related to smoke from the fires. Overall, the tournament was positive for the Club. The weather was beautiful on Sunday, and nice on the tournament days. The men in the Club were supportive and commented that they loved the flags and parking places, etc. The Club paid for the score board, but unfortunately the score board wasn’t finished before everyone left. The only regret was the pin placements on the 1st day of the tournament. She asked superintendent to cut down on the water because of smoke, and to speed up the greens with nice easy pin placements for the second day.
Overall expenses for the tournament were reasonable. The trophies were purchased from Sterling Cut Glass. Sterling offers free freight, which is a nice touch. The Club subsidized $1,500 for the tournament. The tournament committee gave the kitchen staff an extra gratuity, which was taken from the WSWGA stipend.
Pat indicated that it’s important that the payout is visible on entry form. Putts, gross, net – each division. •4 Gross•4 Net•Putts•Per day per Division
She also recommended that a table for Gross and Net with the history of past champions be included in tournament preparation.
Pat presented the idea of a Hole-in-One prize. Her memory was that the WSWGA provides a prize to anyone that has a hole in one during the tournament. The question presented to the group was, “Should the Club Hosting the Tournament, also provide a prize”? A discussion related to Club vs WSWGA ensued.
Motion – Chris Hogan and seconded – Move to purchase a standard hole in one award for WSWGA Tournaments. The motion carried.
It was requested that one award be presented at the tournament, but the actual award be sent to the Hole-in-One recipient with the tournament date and the name of the Club.
2018 Championship Report: Eleanor indicated Sahalee is very excited to be hosting the 2018 Championship Tournament. She talked about Sahalee having three nines and wanted feedback on which nines should be used for the tournament. After a lengthy discussion, it was determined that the tournament committee will work with the pro-shop at Sahalee to determine which of the three nines will be used during the tournament, and that only 2 of the 3 nines will be used during the tournament for continuity purposes. Eleanor asked for Club score card and logos. If the club logo isn’t on their score card, she asked the Club representatives to send her an electronic version.
Sahalee will have an official start date, which will be 2 weeks after registrations are sent out. Both electronic and paper copy registrations will be available and sent to Trustees. The maximum field for the championship is 128 participants. So, 128 will be the limit for the Sahalee tournament. It was mentioned that more communications from the host Club to trustees is critical when the entries start coming in. A weekly list of participants by club to trustees will allow the trustees to communicate with club members. This communication will help participants when making lodging arrangements and advertise the tournament.
Eleanor asked the group about a preference between tee times vs shot gun – the group preference was a shot gun to avoid long rounds.
2018 Senior Championship Report: Elle Lathrop from Longview Country Club gave a brief update on the planning for the tournament. She addressed and asked questions on the following:
1.Continuous putting – language rules – that was a mistake. This needs to be included in rules. Beth will draft something that needs to be added to Senior Tournament2.$20 – extra for traveling – not included in budget3.Dates – July 16th first mail 4.No later than Aug 20th5.Withdraw by Tuesday September 4th - this will be a case by case decision6.Reimbursement withdraw after cutoff date – individual circumstances7.Max index – covert to course. It’s in the rules of competition. – index above a 35 is out8.The tournament committee gets to decided how to spend the $500 stipend. 9.The tournament entry fee needs to be approved by WSWGA Trustees. It will be sent out for an electronic vote
Old Business:
Evaluate New Championship Format: It was noted that low handicap players are refusing to play in the State Tournament because it isn’t match play. Discussion broke out and it was suggested that trustees need to contact past players and do a sit down, or one on one. Consensus was to continue with current format for a few more years. It was noted that lack of low handicap play could have been a result of the PNGA having a tournament the week before the state championship.
Additional Eccles Games: Consensus was the Championship needs to be pure and cute games are not appropriate for the tournament.
Social Fee for Each Championship: A social entry fee to cover cocktail party, lunches, and breakfasts is a good idea. It was decided that this fee will most likely need to be calculated as part of the tournament committee because food and beverage costs very between clubs.
New Business:
Election of Executive Secretary. It was moved by Sharon Johnston and seconded to appoint Beth Chew to a second four year term as Executive Secretary. The motion carried.
Election of new Treasurer:
A motion was made by Sally Irvine and seconded, “to keep Sarah Michelson as the treasurer.” The motion carried.
WSGA representative – from WSWGA – needs to designate a representative. Ann Swanson has served on the championship committee for the last 10 years. Sharon Johnston is also on the committee. Barb Tracy was the representative, and Sharon will ask her to see if she will keep doing it.

The Senior Tournament, Under the Tacoma Sun, had a full field. The Champion was Sharon Drummey. A recap of funds collected and distributed was presented. Meridian Valley will be hosting the 2015 tournament September 14th and 15th. The field will be fixed at 112. It was moved by Pat Terry to increase the fee from $160 to $165. It was seconded and carried.
Joyce Martin Co-Chairwoman (along with Alisa Wilson) of the 2015 Championship committee to be held at Fircrest made a presentation in regards to theme – Fircrest Magic, practice rounds, and lodging.

President’s Report: Dee Hanich reported Gretchen Klein was the 2014 Medalist. There were 87 players. Daily tournament results will be emailed to the players and trustees. A lengthy discussion ensued regarding the problem of filling the field. Some ideas were presented including;
Dee proposed appointing a committee to study these issues and present some appropriate changes via email so changes could be made at the fall meeting.
Beth pointed out that many member clubs are not reporting their scores for our special competitions and will make it her mission to contact the trustees and club tournament chairs to promote a better understanding of our function, thereby raising awareness of WSWGA and hopefully increase participation in our tournaments.
Executive Secretary’s Report: The Elizabeth Dwan Memorial Trophy went to Skagit, second place went to Fircrest. Beth pointed out that individual prizes are supposed to be given to the ladies whose scores contributed to the win, this has been overlooked in recent years and will now be reinstated. Match vs Par Trophy went to Mill Creek. Prizes will also be sent to the individual lowest M vs P scorers Margo Lane, Bear Creek, Nancy Carson, Meridian Valley, Kathy Bachman, Overlake.
There has been a date change for a future tournament. Fairwood will host the Championship in 2023 and Seattle will host in 2026. Written confirmation has been received from the clubs.
Rules of competition were handed out, on page 3, rules for Championship, page 4 qualifying round, section 1 addresses which tees are to be used and whether the Championship Flight should play from longer tees than the rest of the field. This issue will be included with other ideas for encouraging participation by the committee mentioned above.
Treasurer’s Report: Sarah Michelson presented the treasurer’s report. Beginning balance was $12,541.14, total expenses $5,889.60 leaving a balance of $6651.54. A donation of $500 is being made to Tacoma CC for extra staffing for the Senior Tournament. There will be extra expense for prizes to individuals in the competitions.
Committee Reports: The Senior Tournament , Under the Tacoma Sun will be played on Sept. 8 & 9 at Tacoma Country Club. The field will be limited to 128 players. Maximum handicap index will be 33.1 or less. Packets were handed out to the trustees.
New Business: It was announced that Royal Oaks is withdrawing from WSWGA, mostly due to their proximity to Oregon and their ladies preferring to travel shorter distances. They are scheduled to host the Championship in 2019. Sarah Michelson will ask her board at Walla Walla if they would consider taking that date.
Meridian Valley Trustee Linda Selegue announced that the Senior Tournament they will host in 2015 will be held on September 14 & 15 and will be limited to 112 players. She also mentioned there is the possibility of an ownership change at Meridian Valley and she cannot say whether, a year from now, they will be able to honor their commitment.
Ann Swanson gave out information from Trans National Golf Association. She announced that in 2015 the Yakima Country Club will host the tournament. Aug. 3 to 7, 2015.
JoAnn Osborne of Olympia brought up the question of dress code. It was discussed and decided that each club needs to enforce their own policies.
Mary O’Donnell presented the Edythe Boucher pin to Beth Jensen-Chew to wear during her term as Executive Secretary.
Dee Hanich presented the slate of new officers, Sharon Johnston, President and Eleanor Devlin Vice President. It was moved and seconded to accept the slate. It passed!

3. Minutes from the meeting of July 23, 2013 were presented. A motion was made and seconded to approve the minutes. The motion carried. They are located online at www.thewswga.com.
4. President’s Report: Dee Hanich reported that the planning for the 2014 Championship Tournament is well under way. The theme is “Majestic Firs.” The logo is in place, committees are assigned, and everything is on track.
5. 2013 Senior Tournament Wrap-up: Joanie Hannah reported that the tournament went very well, although her committee did spend quite a bit of money over and above the entry fees. They had extra money from a prior state tournament and used it. The entry fee was $160 and covered only the food costs (snacks, breakfast, lunch, drinks). The limited field of 104 required by the club resulted in less revenue. They spent a total of $25,000. There was discussion regarding the steady increase in the entry fee, and escalating food costs. Whether the fee is sufficient, or extra revenue is needed, is dependent on how lavish the host club wishes to be.
A motion was made and seconded to set a minimum entry fee for the Senior Tournament at $150 and be allowed up to $200, with approval by the Board each year. It was noted that the Board does currently review and approve the entry fee pursuant to the Rules of Competition for the tournament. The By-Laws, Article II, Section 4 also provides that “The board of trustees shall determine . . . the entrance fee required.” The motion failed.
Tacoma hosts the Senior Tournament in 2014. The rep will present their proposal to the Board at a later date. At the time of the meeting, the Tacoma date was September 15 and 16, 2014, conflicting with a PNGA event. However after the meeting it was reported that the date had been officially moved to September 8 and 9, 2014.
There was discussion regarding Broadmoor’s limitation of the field to 104 versus the 128 allowed by the Rules of Competition. The limitation ended up disenfranchising older players with higher handicap indexes. There was discussion regarding whether this will be continuing problem, or just a problem for tournaments hosted by the more popular clubs. Ideas included establishing a super senior division within the field, and raising the age to 55. The bottom line was that the identity of the host club has a huge impact on the size of the applicant field.

7. Treasurer’s Report: Sarah Michelson presented the 2013 Statement of Income & Expenses. It was accepted for filing.
8. Old Business: At the 2013 summer meeting, a proposal was made to compensate the Treasurer. Jane Harris presented detailed hourly accountings comparing the activities of the Executive Secretary with those of the Treasurer. This indicated that the Secretary spends about 100 hours. The Treasurer spends about 30 hours. A motion was made and seconded that the Treasurer be compensated $300 per year. It was discussed that with the statewide nature of the Association, the treasure’s position should be more stable, and not rotate amongst members too often, and that allowing some compensation would assist in this happening. There was discussion regarding the fact that this is a volunteer organization, but also the need for continuity regarding the finances and bank account. The motion was approved.
Beth Chew will investigate whether an amendment to our Constitution is required. (Please Note: Article IX, Section 3 of the Constitution provides that “The board of trustees shall employ a qualified person to act as executive secretary of the association.” Since there is nothing specifically mentioned regarding payment of the executive secretary, no amendment will be proposed regarding compensation for the treasurer.)
9. Selection of New Executive Secretary: Jane Harris announced at the summer meeting that she will have served two four year terms as executive secretary, and there was need for a new Executive Secretary to be elected at the fall/winter meeting pursuant to the Constitution, Article IX, Section 3. Two alternatives were presented to the Board. Jane presented a plan for the distribution of the Executive Secretary’s duties amongst the officers of the association as an alternative to having an Executive Secretary. Beth Chew also offered to run for the position of Executive Secretary, if the organization chose to continue with the Executive Secretary form of governance. There was considerable discussion about the pros and cons of the centralized needs of a statewide organization versus the spreading out of duties amongst officers. A motion to nominate Beth Chew for the position of Executive Secretary was made and seconded. The motion was approved. Jane Harris has graciously agreed to continue to update the WSWGA website. Ann Swanson thanked Jane and there was applause all around
10. Ann Swanson announced that that the 90 year book, researched, written, and published for the 90th Annual WSWGA Championship Tournament in 2012 has been recognized by the USGA with a very enthusiastic letter, and that the book will be placed in the USGA Museum. The letter will be posted on the website.
11. Closing Comments from Jane Harris: Jane spoke about her tenure as Executive Secretary and some of the important events during that time. She and the Board modified the dues and State Monthly Medal collection; there was a terrible recession that forced clubs to leave the organization; Twin Lakes jumped into a void in 2011 to host the Championship on short notice; the Web Site was birthed; there was revamping of scoring and flighting through a new computer program for the Championship; and the WSWGA had its 90th aniversary. Ann Swanson’s speech from the tournament is posted on the website. There were KUDOs to Jane all around, and many thanks for her organized and excellent leadership over her eight year tenure.

The Meeting was called to order by President Cindi Stewart at 7:15 pm Tuesday July 23, 2013
Attendance was taken and a motion to dispense with the reading of the minutes from October 6th 2012 was seconded and approved.
CIndi Stewart gave a report on the Championship. The only concerns were the professional staff calling for the one ball rule to be in effect as that is not a WSWGA rule and the 3 day cart pre-payment in the example of the players with byes. Suggestions were given to solve this problem for future events. Cindi reminded the players to tip the pro shop and bag staff for their hard work. It was questioned and discussed about the concerns as to why the 8th flight had both Tuesday and Wednesday afternoon tee times when it is traditional to alternate all flights with the expectation of the championship flight.
Broadmoor Trustee Joannie Hannah announced the entries for the Senior Championship will be accepted after Aug 5th. Joannie shared the entry procedures and hotel accommodations.
Executive Secretary Jane Harris announced Mill Creek as the Elizabeth Dwan winner and Fairwood as the winner of the Math vs. Par. An announcement was made as to the date and time of the Annual Fall Trustees’ Meeting – October 5, 2013 10 AM Everett GCC
WSWGA Treasurer Sarah Michelson reported the income at 13,355.43 with expenses at 6,229.06.
The ledger balance as of 7/19/13 is 7,126.37. This year the WSWGA purchased 128 gold plated charms for the Championship Contestants from Frederick’s Jewelry in Moses Lake for $23.00 each. 100 charms were engraved for this year’s championship leaving 28 extra for next year. I t has become practice to order additional charms as gold prices flex.
Under New Business Dee Hanich and Beth Chew were elected President and Vice President for 2014.
President Elect Dee Hanich announced that the 2014 Championship will be held July 21 – 25, 2014 with the theme “Majestic Firs”.
Executive Secretary Jane Harris brought to the attention of the trustees that the position of executive secretary is open as her term of eight years has come to a close. Any trustee who is interested in running for the position should contact Jane before the October 5th meeting.
Executive Secretary Jane Harris brought up the issue of paying the treasurer a stipend for the position. The trustees asked for a proposal to be brought to the Fall Meeting.
Closing remarks were made by Cindi Stewart and Jane Harris and the meeting adjourned at 7:35 pm.

3. Cindi Stewart: Minutes from July 2012 Trustee Meeting were accepted as written.
4. Cindi Stewart: President’s Report: Cindi provided an update on preparations for 2013 championship tournament at YCC including correction of dates to last full week of July. Proposed reciprocal arrangements for club members who are displaced by the tournament (e.g. past and future clubs participating). Also suggested the possibility of pro-shop credit instead of actual awards. Discussion ensued with pros and cons presented including problem of “shopping under pressure” and pro-shops with limited inventory. Some like the uniqueness of awards. Suggestion that some of the credit could be applied at the host club and the remainder at home club. Would need the host club increase inventory including non-logo items. Possibility of combination of a small memento and a gift card at a vendor (e.g. Nike, Callaway). Some really like prizes.
A brief discussion ensued including clubs’ experiences and ideas as to how clubs have raised money and prepare for hosting the tournament.
Proposal made that the trustee dinner held during the tournament be eliminated. Many trustees indicated that they like the dinner and it is a “reward” for the work they do as trustee. A motion was made, seconded, and approved to continue to have a Tuesday night trustee dinner during the championship tournament.
5. Mary O’Donnell: 2012 Senior Tournament Wrap-up: See attached summary provided by Mary. The later start on Monday was very much appreciated by the participants and the grounds crew. The WSWGA donation was given to the proshop as a tip for services and support during the tournament. A motion was made, seconded and approved to increase the WSWGA donation to the senior championship to $500. It was mentioned that had the entry fee been increased by $12 then the fee would have covered the cost of the tournament and not resulted in the $1300 deficit that the host club covered. Section IV Article 2 of the By-Laws was reviewed. The trustee will send the proposed entry fee to the board for approval.
6. Ann Swanson: Past President Report: A summary of the 2012 championship tournament was given. See attached summary provided by Ann. Ann made several recommendations for future tournaments.
1) Retain the services of Liz Falkner to manage the computation of the initial posting of match play flights, 2) Trustees need to communicate with their members who are new to the tournament as to the tournaments traditions, expectations, etc. A brief discussion regarding dress code ensued. It was agreed that numerous opportunities are available to reinforce dress code including a statement on the entry forms that are signed by participants, reminder signs at the registration desk, trustees taking responsibility for enforcement before and during the tournament, and concluding with disqualification at the first tee of noncompliant participants.
7. Jane Harris: Executive Secretary Report:
Championship: Yakima, Everett, Fircrest, Sahalee, Inglewood, Olympia, Royal Oaks, Canterwood Jane expressed concern that trustees associated with some of these clubs do not participate in trustee events and possibly not up-to-date.

President’s report:
Ann Swanson thanked the women who are serving as Trustees for their work citing that “Trustees are the engine of the WSWGA”. She recognized the Sand Point tournament committee, Jane Harris and Pam Cobb for their hard work and related that the tournament had honored Edean Ihlanfeldt, Liz Culver, Pat Harbottle and Lisa Newman. Junior golfers had marched the association club members flags onto the green as part of the Pairing Party entertainment on Monday evening.
Ann then thanked Merrily Pettibone for her years of service.
Mary O’Donnell, Overlake was prompted and then remembered that Overlake would be hosting a “Senior Moment” the WSWGA Senior Championship September 10th and11th. There is the age requirement of 50 years and entries may be mailed August 13th.
Executive Secretary’s Report:
Jane Harris thanked Sand Point for hosting the Championship, the Tournament committee for their hard work and presented Ann Swanson and Pam Cobb with “dammit dolls”.
Merrily Pettibone received the associations thanks for her many years of work as treasurer of the Association. A final Treasurer’s report with be sent out.

Past President, Rita Keough reported on the Twin Lakes 2011 championship tournament. A field of 96. With many new staff members, the club and members pulled together for a wonderful tournament that was enjoyed by all. Rita turned over the notebook to Sand Point.
2011 Senior Tournament Report: MaryAnn Diridon passed out pictures, placemats and a net and gross winners list. More money was spent than was reflected in the entrance fee but that was the plan of Wing Point as they havent hosted in a long time and wanted to make the tournament special. MaryAnn suggested that a determination be made regarding the tournaments name either Senior or Seniors and that rules officials should be place in areas of trouble to speed up play. The use of a shorten rules card such as was used by team was also suggested. Also suggested was the need review the bylaws so the host club has the prerogative to change the number of contestants, the entry fee, and date if needed.
2012 Senior Tournament will be hosted by Overlake G&CC on September 10th and 11th. "Senior Moments has been chosen as the theme.
Sand Point CC will host 2012 State Championship on July 30th thru August 3rd. Theme: 90 Years of Championship Golf..The grand tradition The field will be limited to 96 so all players are urged to send in applications as soon as the rules permit.
Old Business:
Jane discussed the need for a guideline for the problem of ties and seeding within the championship flight and presented a draft to be discussed and edited.
Championship Qualifying Ties and Seeding Guideline:
After completion of qualifying stroke play the playoff will resume on the 1st tee. The order of play will be determined by drawing numbers; the player who teed off first in the qualifying round with draw first, etc. The winner(s) of the playoff will be determined by the lowest score or scores in a multiple player playoff. As the winners are established, they will be seeded in the championship flight by playoff scores and then by index. In a case where the players have the same index, they will be seeded by matching cards of their qualifying round per U.S.G.A. rule recommendation.
MSP to email the Championship Qualifying Ties and Seeding Guideline amendment to Trustees for approval and that the voting shall be completed by November 30, 2011.
This amendment will need to be included in the Championship Tournaments Rules section of the WSWGA by-laws.
The need for further bylaw review was discussed further. The latest revision seems to be 2003. Perhaps policies and procedures are also needed.
MSP to appoint a committee to review the bylaws and present proposals for changes or additions.

Linda Selegue, MVCC asked for input regarding setting the 2015 Senior Tournament date. More and more clubs are treating these member tournaments as outside Tournaments and charging higher costs. It was suggested we make a concerted and continual effort to educate our boards to the history and importance of our organization. It was suggested that Jane check into the Golf Washington Alliance. After discussion, Linda will pursue the dates of Aug. 31st & 1st then Sept. 17th & 18th 2015
It was asked that the Hosts for our tournaments prepare two tournament notebooks to pass on to the future host and the following year host.
Discussion followed regarding the use of handicaps (strokes) in the lower championship flights. The issue was tabled until more member comments can be solicited.
Kim Anthony, Glendale discussed using the USGA rule when using different handicaps during monthly medal.

3. Presidents Report 2011 State Tournament Rita told of stepping up with Vim and Vigor in 2008 only to be met with economic upheaval. Even then the Board gave great support. Frankie Stephens accepted the responsibility of being the Tournament Chair and started forming committees. Rita explained the many changes in the club, from new management in both the Pro Shop and the Club House, to changes in our food and beverage departments. Each new challenge was overcome and got in the groove, even making menu dishes to honor past winners. We acknowledged the work of the Greens Superintendent and the delicious work of Chef Mariano. Applause for a tournament well done rocked the hall.
4, MaryAnn Diridon 2011 Senior Tournament Update
Wing Point will host this tournament Sept. 12th thru 15th 2011 on the beautiful island of Bainbridge. Hop On Board is the theme celebrating the ferries and the 75th anniversary of Monopoly, We were encouraged to make accomodation reservations early. MaryAnn thanked both Sahalie and Fircrest for their invaluable notebooks about the details of running this Tournament. Space to park cart trailers was offered by MaryAnn at her home. There is no accomodation at Wing Point.

Tournament Schedule Update There are some conflicts due to some clubs participating in SWGA EVENTS as well as WSWGA ones. For instance, Seattle is hosting City in 2023 and State in 2021. Glendale has State in 2025 and City in 2027. Rainier has both in 2032. There is some work to be done in reposing the dates.
Club cooperation has been excellent.
A handout of the Washington State Womens Golf Association Rules of Competition, pg 3 was used to demonstrate how championship flights are determined and seeding established.
Preceding the Fall meeting at Sand Point, please exchange ideas as how to make brackets more equitable to handicaps and index involving match play and rules like, first in the cup wins in playoffs.

Rita gave a detailed report on the WSWGA tournament to be held at Twin Lakes in July 2011. Being funded was music to everyones ears. With the theme A Little Bit of Heaven the tournament is scheduled July 25th through July 29th . The website used at Skagit will be implemented and available in April.
Executive Secretarys Report: Jane Harris reported that Ellensburgh GC is resigning from the WSWGA. A letter of resignation was read from Ellensburgh G&CC sighting
dwindling participation and numbers leading to no longer meeting the requirements of the WSWGA.
Jane will be working with Jennie Stephens to develop a template of hosting outlines for clubs to use when sponsoring state events.

PAST PRESIDENTS REPORT: Jenny Stephens reported a very successful tournament wherein the players made all of the hard work by staff and volunteers evolve into much fun and pride for Skagit G&CC members. Their budget started at $15K. The website was critical in their ability to keep it all on track.
2010 SENIOR TOURNAMENT REPORT: Beth Chew (Fircrest)
Beth reported this tournament was organized by age making a wide variety of handicaps in each age group. The use of EXCEL made the mechanics of the event much easier to handle. A full report was
given to each of the trustees.

Comments from Beth Chew: Fircrest will be hosting the 2011 Senior Championship Casino Royale September 13 & 14. There will be practice rounds available for this event. Beth will be sending hotel information very soon. Entries will be accepted beginning August 9, 2010. Each trustee was given entry forms.
Comments from Rita Keough: Rita gave the trustees an update on the 2011 championship to be held at Twin Lakes. The theme will be a little bit of heaven. He has completed the display stands for the Elizabeth Dwan, Match vs. Par, and Paula Nelson trophies/trays/tea service! With his work we are able to keep these historical pieces for at least another 30 years!
Annual Fall Meeting does not have a date set but we hope to have the meeting in early October at Twin Lakes.
BUDGET: Merrily Pettibone provided the trustees with a budget report and receipt for the 2011 dues/monthly medals. She asked that trustees send her their club dues for the 2011 season prior to the Annual Fall Meeting. As of July 27, 2010 the balance of funds is $ 4806.62

Presidents Report
Jennie Stephens introduced Laurie McNett the Tournament Chair for 2010, Tin McNeely, Club Manager. Jennie commented that the Skagit GCC members are eagerly awaiting a chance to host the event. The course has a new superintendent, Steve L., who is doing aerification the course for the first time in many years. Jennie and Laurie provided the trustees with a hotel information packet.
Jennie Reminded the trustees that Skagit has a limited driving range and the tournament committee is working with Avalon GC for driving range use during the tournament. There are hotels close to Avalon and tickets for Avalon range will be in the players packet. Also, due to the success of the championship website, this will continue to be a part of the championship in 2010. The committee is also working on the Championship logo.
Executive Secretary Report
This year there has been an increase in home course competition participation.

Champions through 2015 are confirmed, the future schedule is also on the association website. Thank you again to Useless Bay and Yakima for hosting this years championships, and thank you To all the volunteers who helped to make the tournaments a success.
Treasurers Report
To date only 6 clubs have not paid 2010 dues. Budget report was handed out to trustees and the expenses for $1000.00 from the Meridian Valley Championship were questioned. It was discussed and Merrily explained she would cover that question with Sharon Falkner. Trustees were asked to submit all expenses (receipts for engraving, etc.) Before the end of December 2009.
Our yearly donation to WJGA was much appreciated.
Past Presidents Report
Barbara Lindahl and Diane Anderson gave a synopsis of the event and focused discussion on items that will assist the next tournament committee. Those items included notebook(s) for the head pro, general manger, etc. In the past the notebook has just be for the tournament chair and all the information can be overwhelming for one person. Diane also suggested that the past tournament chair meet with the incoming tournament chair and president to discuss probables and potentials. Diane also pointed out that it is likely that hosting clubs will need $5K- $7K to cover club costs for overtime pay of the staffs when a club is hosting.Useless Bay added wait staff and pro shop staff for the week. Additionally there were upgrades to the Trustees' dinner, and volunteer costs were compensated out of the above budget.Useless Bay conducted many garage sales to raise money for the event. TPP software was used but it was not remarkably faster or easier to use than the current excel program used by WSWGA.
Patty Dice from Oakbrook shared that approximately $7k was raised to cover the 2008 tournament costs. Linda Warson asked about money needed for food and other costs as they prepare for hosting in 2016.
Senior Championship Report
Cindi Stewart gave the report for the 2009 sr. championship: there was a $125.00 entry fee and 115 participants. She suggested that future hostess buy prizes early and watch out for the cost of printing programs, etc. Grounds crew was treated to pizza on Monday afternoon; they are often forgotten and the pro shop staff remembered with $ and salutations. Also, Cindi advised pulling handicaps early to ensure accuracy and print the dress code and find easy way to enforce. TPP software was used for scoring but there was difficulty with sorting by age groups rather than handicaps. Cindi is working with Karen Gibbs, WSGA on how to incorporate that into the TPP software. There was again an issue with Dress Code violations during the Sr. event. Pace of Play was at 5+ hours, some players were lost and it was suggested a course map be added to the score card.
WSGA/PNGA Report
Leslie Folsom presented new information from the other state associations. New tournaments started by the WSGA (Parent/Child and Champions of Champions) have had a good first year. New championships for next year: Mid-Amateur Championships for Women and Men 25 years and over. Also, the WSGA Winter Series will begin in January.
Old Business
1. Discussion about purchasing new trophies for home course competitions (Match vs. Par, Elizabeth Dwan) and replacing the Paula Nelson Trophy.

2. Should Trustee meeting be in spring or fall? Discussion centered on the history of the meetings and the trustees reached consensus that the Executive secretary would develop regions throughout the state and trustees in each region would meet on an as needed basis and to conduct a start to season kick-off meeting in their regions. This will be on a trial basis for 2010 and be revisited in the fall of 2010.

Motion: It was moved that Jane Harris be elected for another 4 year term as Executive Secretary. Motion carries.

New Business
Dress Code Enforcement cover issues of Trustee enforcement prior to the events. It was moved that entry forms will now include an area related to the dress code that ask the participant to sign that she understands the dress code and if in violation of the WSWGA policy during a round will be disqualified from the event. The current WSWGA dress code policy in the association bylaws will be used and if the host clubs policies are more restrictive the participants will be expected to follow the host clubs policy.

Beth questioned if winners of the State Monthly Medal (SMM), would want the WSWGA logo glasses as the prize because Inglewood gave them for their Championship prizes. Discussion commenced, and everyone agreed they liked the glasses and it should continue next year.
Beth gave an update on the Championship Charms purchased by the WSWGA. The charms are gold-filled and given to contestants at the championship with the year and the name of club where the championship is held. This year, the name of the club “Inglewood” was misspelled with an “E” not an “I”. Given the error, 47 new charms needed to be purchased. The proposal from the Jeweler was to provide the new charms at $12.50 per charm instead of the normal $25.50 minus 25% for a total of $587.50. This means the WSWGA would split the cost with the Jeweler, and there would be no charge for the engraving.
A motion was made by Sally Irvine, and seconded – “To accept our share of the responsibility and split the cost of the charms with the jeweler.”
Dodie Fitzsimmons asked Beth for the date the charms are expected to be available for distribution. Beth will email the representatives the day she puts them in the mail.
Treasurer’s Report: The treasurer’s report was presented by Sarah Michelson. Total ending income balance was $10,255.08 plus late 2017 dues income of $855.00 for a total income of $11,110.08. Total expenses are $7,876. She indicated, the new flag expense was moved to this miscellaneous category. The checking account balance of $6,956.62 is a combo of operating balance $3,233.94 plus the rainy-day fund of $3,722.68. Sarah also remarked that most of the checks for 2018 dues have been received, but not deposited.
2017 Championship Report: Chris Hogan (Inglewood) presented the championship report. She indicated there were a few last-minute changes regarding the tournament, but overall the tournament was well organized. The tournament committee used decorations from another event at Inglewood, so costs were lower than expected. Participant numbers were up and she felt it was mostly due to 3 days and that the format was not medal play.
Eleanor Devlin asked Chris about the tournament book and Chris said she would find out what happened with the book and get it to Eleanor. Eleanor received the budget and working papers from Chris.
2017 Senior Tournament Report: Pat Terry (Wenatchee) introduced Billie Thoresen, who will be taking over the role as Trustee next year. Pat stated the tournament committee started preparing for the event last November. The initial budget included 100 players and the event ended up with 91. Total registrations reached 96 at one point, but a few canceled on Friday before the tournament due to medical reasons related to smoke from the fires. Overall, the tournament was positive for the Club. The weather was beautiful on Sunday, and nice on the tournament days. The men in the Club were supportive and commented that they loved the flags and parking places, etc. The Club paid for the score board, but unfortunately the score board wasn’t finished before everyone left. The only regret was the pin placements on the 1st day of the tournament. She asked superintendent to cut down on the water because of smoke, and to speed up the greens with nice easy pin placements for the second day.
Overall expenses for the tournament were reasonable. The trophies were purchased from Sterling Cut Glass. Sterling offers free freight, which is a nice touch. The Club subsidized $1,500 for the tournament. The tournament committee gave the kitchen staff an extra gratuity, which was taken from the WSWGA stipend.
Pat indicated that it’s important that the payout is visible on entry form. Putts, gross, net – each division.

Pat presented the idea of a Hole-in-One prize. Her memory was that the WSWGA provides a prize to anyone that has a hole in one during the tournament. The question presented to the group was, “Should the Club Hosting the Tournament, also provide a prize”? A discussion related to Club vs WSWGA ensued.
Motion – Chris Hogan and seconded – Move to purchase a standard hole in one award for WSWGA Tournaments. The motion carried.
It was requested that one award be presented at the tournament, but the actual award be sent to the Hole-in-One recipient with the tournament date and the name of the Club.
2018 Championship Report: Eleanor indicated Sahalee is very excited to be hosting the 2018 Championship Tournament. She talked about Sahalee having three nines and wanted feedback on which nines should be used for the tournament. After a lengthy discussion, it was determined that the tournament committee will work with the pro-shop at Sahalee to determine which of the three nines will be used during the tournament, and that only 2 of the 3 nines will be used during the tournament for continuity purposes. Eleanor asked for Club score card and logos. If the club logo isn’t on their score card, she asked the Club representatives to send her an electronic version.
Sahalee will have an official start date, which will be 2 weeks after registrations are sent out. Both electronic and paper copy registrations will be available and sent to Trustees. The maximum field for the championship is 128 participants. So, 128 will be the limit for the Sahalee tournament. It was mentioned that more communications from the host Club to trustees is critical when the entries start coming in. A weekly list of participants by club to trustees will allow the trustees to communicate with club members. This communication will help participants when making lodging arrangements and advertise the tournament.
Eleanor asked the group about a preference between tee times vs shot gun – the group preference was a shot gun to avoid long rounds.
2018 Senior Championship Report: Elle Lathrop from Longview Country Club gave a brief update on the planning for the tournament. She addressed and asked questions on the following:
1. Continuous putting – language rules – that was a mistake. This needs to be included in rules. Beth will draft something that needs to be added to Senior Tournament
2. $20 – extra for traveling – not included in budget
3. Dates – July 16th first mail
4. No later than Aug 20th
5. Withdraw by Tuesday September 4th - thiswill be a case by case decision
6. Reimbursement withdraw after cutoff date – individual circumstances
7. Max index – covert to course. It’s in the rules of competition. – index above a 35 is out
8. The tournament committee gets to decided how to spend the $500 stipend.
9. The tournament entry fee needs to be approved by WSWGA Trustees. It will be sent out for an electronic vote
Old Business:
Evaluate New Championship Format: It was noted that low handicap players are refusing to play in the State Tournament because it isn’t match play. Discussion broke out and it was suggested that trustees need to contact past players and do a sit down, or one on one. Consensus was to continue with current format for a few more years. It was noted that lack of low handicap play could have been a result of the
PNGA having a tournament the week before the state championship.
Additional Eccles Games: Consensus was the Championship needs to be pure and cute games are not appropriate for the tournament.
Social Fee for Each Championship: A social entry fee to cover cocktail party, lunches, and breakfasts is a good idea. It was decided that this fee will most likely need to be calculated as part of the tournament committee because food and beverage costs very between clubs.
New Business:
Election of Executive Secretary. It was moved by Sharon Johnston and seconded to appoint Beth Chew to a second four year term as Executive Secretary. The motion carried.

COMPETITIONS ON HOME COURSES
STATE MONTHLY MEDAL: The tournament shall begin on the first of March and end in October of the same year. Trustees shall schedule one day during each month for state medal play. Other medal rounds, such as qualifying, may also be used if designated in the club schedule. However, the total of such scheduled rounds shall not exceed sixteen per year, nor may more than two (2) rounds be scheduled during any one-month.
Players shall be divided into two or more divisions, as equally as possible, according to handicaps as of March 1. The best three scores of each player, using the handicap of the day of play for each round, shall determine the winner of each division. The state will award trophies to the winners. Trophies for each winner will be given to the trustees at the summer meeting. (NOTE: Some clubs have elected to divide their field into more than two divisions - in such instances the club shall purchase the extra trophies awarded.)
(a) Breaking a tie: In the event of a tie the next best score of each player shall be used to determine the winner. If a tie still exists, the next best score, etc., shall be used. ELIZABETH DWAN MEMORIAL TROPHY: This competition shall be played in May, using current handicaps. This is a team competition. Players shall be divided into three divisions:
First division 0 - 20 handicap
Second division 21 - 30 handicap
Third division 31 - 40 handicap
All players having the two lowest net scores for each division shall be listed. The course rating is then subtracted from each net score. Those differences are then added together. The club having the lowest total will be the winner. The results shall be copied and mailed (electronic or US post) to the executive secretary not later than ten (10) days from date of play. In the event of a tie, all players shall be awarded prizes. This is a perpetual trophy retained for one year by the winning club. Individual trophies shall be awarded to the winning players.
STATE TEAM TOURNAMENT - MATCH vs. PAR: This event shall be played in June. Current handicaps shall be used. The twelve lowest net scores on this day shall comprise the team. The lowest 8 net scores comprise the team with the other 4 scores being the alternates. The alternate’s scores will be used in the event of a tie, using first alternate, second alternate, etc., until the tie is broken. Match vs. par is computed for each player on a hole-to-hole basis, strokes allowed where they fall. Thus: 1 up or 1 down, etc. At the completion of the round the scores for a team of 8 shall be copied by the trustee and mailed to the executive secretary within ten (10) days. The 4 alternate’s scores need not be sent but trustee should be aware these might be needed in the event of a tie. A trophy with the names of the winning team shall remain in the possession of the winning club for one year. This is a perpetual trophy. An individual trophy will be awarded the individual least down to par for the field. In the event of ties, a trophy will be awarded each player.

COMPETITIONS ON HOME COURSES
STATE MONTHLY MEDAL: The tournament shall begin on the first of March and end in October of the same year. Trustees shall schedule one day during each month for state medal play. Other medal rounds, such as qualifying, may also be used if designated in the club schedule. However, the total of such scheduled rounds shall not exceed sixteen per year, nor may more than two (2) rounds be scheduled during any one-month.
Players shall be divided into two or more divisions, as equally as possible, according to handicaps as of March 1. The best three scores of each player, using the handicap of the day of play for each round, shall determine the winner of each division. The state will award trophies to the winners. Trophies for each winner will be given to the trustees at the summer meeting. (NOTE: Some clubs have elected to divide their field into more than two divisions - in such instances the club shall purchase the extra trophies awarded.)
